Senator Killion Requests Policy Committee Water Front Tax Credit Hearing at Talen Energy Stadium
On Thursday, September 15th, I requested a Senate Policy hearing at the Talen
Energy Stadium in Chester City with Senate Majority Policy Chairman, Senator
Dave Argall. At this hearing we were able to gather testimony from stakeholders
engaged in water-front development, so that we as legislators could better
understand how the tax credit could best be used in our region. This comes after
the recently enacted waterfront development tax credit, which was included in
Act 84 of 2016. It is my hope that with this tax credit we will be able to
revitalize the beautiful water front that we have in Delaware County.
Guidelines Released for Upcoming PA Tax Amnesty Program
Guidelines outlining an upcoming tax amnesty program for Pennsylvania residents have been
released by the Pennsylvania Department of Revenue.
I supported the amnesty program, which was included in the 2016-17 budget package signed
into law over the summer.
Tax amnesty is not a forgiveness of debt but a reduction in fines to encourage the payment
of back taxes. Many of the tax dollars would otherwise go uncollected so this
program is intended to bring in revenue that could have been lost by the state.
The amnesty plan is forecasted to raise more than $100 million in new revenue.
The amnesty program period begins April 21, 2017, and ends on June 19, 2017. All taxes owed
to the Commonwealth administered by the Department of Revenue are eligible.
Taxes, interest and penalties collected under the International Fuel Tax
Agreement owed to other states or provinces are not eligible.
The amnesty program applies where a known or unknown delinquency existed as of December 31,
2015. Individuals who took advantage of a similar amnesty program offered in
2010 are not eligible to participate.

Significant Change in Application Timeline for Financial Aid
This past week PHEAA announced that starting the 2017-2018
school year student aid applications will be accepted 3 months earlier than
previously done. The FAFSA application process for the 2017-2018 college school
year would begin October 1, 2016 rather than January 1st.
This change was made by the United States Department of
Education so that the timeline for the application would better align with
college admission, which typically happens earlier than January. There has also
been some other modifications to the application such as being able to use more
readily available financial information rather than having to estimate tax
information and wage statements from the tax year that had just recently ended.

Drought Declared in Chester & Delaware Counties
The Department of Environmental Protection (DEP) has issued a drought warning for
Chester & Delaware Counties. Currently, more than half of the counties in
Pennsylvania are under such a warning.
During a drought warning, residents are asked to voluntarily reduce their water usage by
5 percent. DEP recommends the following ways to reduce water use:
- Run water only when necessary. Avoid running the faucet while brushing your
teeth or shaving, or letting the shower run for several minutes before use.
- Check for household leaks. A leaking toilet can waste up to 200 gallons of water
- Run dishwashers and washing machines only with full loads.
- Replace older appliances with high-efficiency, front-loading models that use about
30 percent less water and 40 to 50 percent less energy.
- Install low-flow plumbing fixtures and aerators on faucets.
DEP also offers other water conservation recommendations and water audit procedures for
commercial and industrial users, such as food processors, hotels and educational

This event will be held at the West Chester East High School, 450 Ellis Lane,
West Chester, PA 19380. In order to attend this event and to be eligible to
receive the commemorative pin, the recipient must be a United States Veteran who
served on active duty in the United States Armed Forces at any time during the
period of November 01, 1955 to May 15, 1975, regardless of stationing location.
